Submission to MSDSI’s Child Support Clawback Consultation Process

First Call prepared this joint submission with the Single Mothers’ Alliance and the Community Legal Assistance Society and presented it to the Ministry of Social Development and Social Innovation (MSDSI) as part of the ministry’s Family Maintenance Consultation process.

First Call grounded its submission in a child’s rights argument: namely that any policy regarding child support for families on income or disability assistance should be based first and foremost on the rights of the child. As well, it included testimonials from numerous families ­– overwhelmingly mother-led – who experienced the clawback of child support payments as injurious to their children’s health and well-being, to their own health and well-being and to their relationships with their children’s fathers.
