Backgrounder concerning MCFD’s Child Care Major Capital Funding Program

Participants of the Early Childhood Development Roundtable (ECDRT) have been concerned for some time about the increase in commercial child care in BC.

The ECDRT supports the recommendation made in the recent Coalition of Child Care Advocates’ (CCCABC) letter to Premier Christy Clark that the Ministry of Children and Family Development (MCFD) should stop providing capital funds to for-profit commercial child care and limit the availability of capital funding to non-profit societies in good standing.

Framing the Issues: A Backgrounder concerning the Ministry of Children and Family Development’s Child Care Major Capital Funding Program was first presented at the May 2016 ECD Roundtable. It details consequences of the flawed policy and practice behind the Major Capital Funding Program as reported by the community, analyzes the funding disbursed by MCFD and provides recommendations.
